EASTHAM COMMUNITY PRESERVATION COMMITTEE
Meeting: September 20, 2007
Attendance: Henry Curtis, Sue Horton; Elizabeth Simmons, Kathryn Sette, Cheryl Gayle,
Glenn Collins, and David Skiba, Members
The minutes of August 21, 2007, were approved with Sue and Kathryn abstaining.
Kathryn presented the proposals for signage. The members concurred that Young & Fancy be consulted and that the signs shall read “Project supported by Eastham Community Preservation Act Funds”. Kathryn shall approve the mark up. All members voted in favor of the two (2) signs at a cost of approximately $155.00 per sign.
Hank (Henry Curtis) has asked Jack Slavin to post the CPA application deadline for 2008 Town Meeting as November 30, 2007. Hank also is checking with the Cape Codder and The Banner to publish the date.
Hank spoke to Sheila Vanderhoef about actual CPA expenditures on projects and is awaiting a response. Hank shall invite previous CPA recipients to provide updates on the projects including the Neighborhood Gas Station project, the Elementary School playground project, the graveyard project, and the trails project in Wiley Park.
There was a brief discussion about the Special Town Meeting /public water supply and concerns were expressed about the cost to businesses and the continued need for wastewater treatment.
Cheryl moved and Glenn seconded that with regard to the Special Town Meeting, Cheryl shall inquire about the process of placing the Community Preservation Act article first since it likely will involve significantly less discussion. Cheryl will follow up and report to Hank on such process. All members voted in favor. Chris Thompson, builder, will be asked by Hank to attend the Town Meeting for any technical questions. Carol Martin, Selectmen’s liaison, arrived for the meeting. It was agreed that Hank would present the Town Meeting article for Community Preservation Act funds.
David reported that the Housing Authority will advise the Selectmen that the Housing Authority is unable to handle all of the functions previously assigned to the Housing Task Force and that any revitalization of the Housing Task Force is with a request that two (2) members of the Housing Authority serve thereon. The Task Force seat on the Community Preservation Committee remains empty as the Task Force currently is non-functioning. The Selectmen are aware of the vacancy.
Carol reported that there was some discord between the Eastham Elementary School contractor and the school and that the new playground cannot be installed on the grass until contractual obligations were resolved.
The next meeting is scheduled for October 18, 2007, at 5:30 p.m.
It was noted that the Town Meeting for 2008 may possibly include requests for Community Preservation Act funds for the windmill, the old portion of the Town Hall/windows, Eastham Housing Authority requests for replacement windows and a fund for the acquisition of housing as well as a request from the Recreation Committee for tennis courts.
